On Wednesday March 30th at about 1:59pm former police commissioner Norris made this "Joke" on the Out to Lunch show. "Why are Bolivians like Que. Balls? The harder you hit them the more English you get" This "joke" reminds me of something the infamous La ex policeman Mark Fuhrman said, "We don’t speak Spanish here. Work Mexican gangs and I don’t know how to speak Spanish. ’No comprende’ slap them upside the head. Then they speak English. I’m an English teacher just like that. That’s police work, That type of treatment is necessary". This "joke" by ex Commissioner Norris reflects that attitude.
