March 3, 2005 on this day:

In 1863, during the U.S. Civil War, President Abraham Lincoln signed the first U.S. conscription law. By this point the war was almost two years old, and although the Union was far more populous than the Confederacy, it was still faced with a manpower shortage. The conscription law made all able bodied White men between the ages of twenty and forty-five eligible for conscription. However, those drafted for service could be exempt by paying three hundred dollars or by furnishing a substitute. This conscription law was extremely unpopular, especially among the lower classes, most of whom could not afford to pay their way out of service. During the summer draft riots occurred in New York City. Conscription ultimately proved to be a failure as only about six percent of the men drafted actually served.
