Notes posted on ThinkTankMag.Com suggest that Promis is a software application stolen by the federal government and used to as spyware. The notes suggest that the software has been upgraded with artificial intelligence features, the ability to collect information from computers that are turned off, there are black market copies released by former FBI Agent Robert P.
