One of the few bright spots for progressives in this year's election was the resounding defeat of Proposition 23 in California, which would have suspended the state's groundbreaking climate change law - AB-32 -- until unemployment dropped to 5.5 percent for four consecutive quarters -- an unlikely if not impossible scenario for the foreseeable future.
