• Appeals court judges rule against a religious-based program in an Iowa jail as unconstitutional for not offering a secular alternative.
• The final version of the federal Alternative Minimum Tax -- which could hit 23 million taxpayers with higher taxes if not reformed -- is hung up on Capitol Hill. The Senate passed a $50 billion fix for the AMT, without offsetting the loss to tax revenue.
