Are the materials being sprayed in the ENMOD programs actually waste materials pulverized to nanoparticles?

Is the scientific rationale that the solar energies will degrade the wastes, all the while forming macro-electronic effects and environmental/behaviour modification?

And is this why there are a lot of medical substances found in some of the sprayed particulate?

We have heard how expensive it is to dispose of all this really bad stuff, is zion spraying it on us now, and calling it a benefit? Are they using waste materials to perp big time mind control, and create further debt here?
