No Exotic Warfare Zone

In the hope that someday there will be a true peace on earth and in space, Brewster County will establish itself as a No Exotic Warfare Zone.

I. Electromagnetic weapons or weapons systems (EM) and space-based weapons or weapons systems are unlawful and illegal within, under, or over Brewster County.

Weapons attacks on a person, animal, home, building, installation, computer, communications system, electrical wiring, or the environment from a remote location outside of the county is also unlawful and illegal.

Willfully and knowingly attacking, assaulting, or injuring a person residing or visiting Brewster County with said weapons or weapons systems is a felony conviction, Class A, carrying a sentence of up to10 years in prison, but not less that two years, with a fine of $10,000.00. If death results from said attacks, the standard Texas penal code sentencing as regarding murder convictions would be applied carrying a prison term of up to 99 years, but not less than five years, with a fine of $10,000.00.

The fines from an attack, assault, or injury conviction will go to the victim. In the event of death resulting from said attack if the victim leaves no dependent children, the fine will go to the electromagnetic human rights office below. This is not withstanding any civil lawsuit damages awarded.

 




(A) The terms `weapon' and `weapons system' mean a device capable of any of the following:


(i) Damaging or destroying an object (whether in outer space, in the atmosphere, or on earth) by--

                    (I) firing one or more projectiles to collide with that object;



(II) detonating one or more explosive devices in close proximity to that object;

(III) directing a source of energy (including molecular or atomic energy, subatomic particle beams, electromagnetic radiation(EM), plasma, or extremely low frequency (ELF) or ultra low frequency (ULF) energy radiation) against that object;

(IV) directing an electronic dissolution of memory device or weapon at a person; or

(V) any other unacknowledged or as yet undeveloped means.

 

(ii) Inflicting death or injury on, or damaging or destroying, a person (or the biological life, bodily health, mental health, or physical and economic well-being of a person)--



(I) through the use of any of the means described in clause (i) or subparagraph (B);

(II) through the use of land-based, water-based, under-the-ground-based, or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser, or other energies directed at individual persons or targeted populations for the purpose of information war, mood management, or mind control of such persons or populations; or

(III) by expelling chemical, industrial, or biological agents in the vicinity of a person.

                                         (B) Such terms include exotic weapons systems such as--

                                                  (i) electronic, psychotronic, radio-frequency, or information weapons;






(ii) chemtrails; chem-trails; unusually, persistent contrails; or aerial sprays;

(iii) high altitude ultra low frequency weapons systems;

(iv) plasma, electromagnetic, sonic, or ultrasonic weapons;

(v) laser weapons systems;

(vi) strategic, theater, tactical, or extraterrestrial weapons; and space or natural ecosystems (such as the ionosphere and upper atmosphere) or (vii) chemical, biological, environmental, climate, or tectonic weapons.

(C) The term `exotic weapons systems' includes weapons designed to damage climate, weather, and tectonic systems with the purpose of inducing damage or destruction upon a target population or region on earth or in space.

 

II. The county will not tolerate any victimization of citizens by any agent, personnel, or contractor working for any part of the state or federal government. Abuses will be reported to local law enforcement for action. Military or law enforcement personnel who abuse Brewster county citizens or visitors with harmful energies, electric, or EM devices are not exempt from this law. Local law enforcement will be educated on these issues and will have access to directional meters and other investigative tools for documenting and prosecuting adverse energy attacks.

III. County officials will write to our elected state and federal legislators asking that similar laws be passed at the state and federal levels. They will ask that a state EM human rights office be funded so that targeted individuals of directed energy torture and harassment will have access to shielding, security measures, advocacy, legal remedies, state investigators, EM and electrical experts, a lending library of documentation equipment (meters, recorders, cameras, etc.), and medical help. Citizens and knowledgeable survivors of directed energy attacks will have at least two seats on the board of directors and oversight into this agency's workings.

Because voice to skull signals, sound torture, and other forms of electromagnetic attack can be "piggy-backed" in on microwave tower transmissions, house wiring, or broadcast through other electrical and EM systems, this issue should also be addressed with the state and federal legislators.

IV. The county will ask our state legislators and the Texas Environmental Quality Commission for public hearings, newspaper announcements by the state for citizen letters and feedback on the above issues, and environmental impact studies. These impact studies should determine whether space-based weather, climate, and geological remote sensing; cloud-seeding, chemtrails, and atmospheric weather operations; surveillance satellites; aerostats; gyrotrons; ionospheric heaters; or other private or public installations and technologies using EM, electric, energetic, resonance, or magnetic sciences are having a negative or unhealthy impact on the environment, animals, or people. The combined energetic force of all of these technologies will also be taken into account in these impact studies. The county will explore environmentally-friendly alternatives to any publically-funded, pesticide programs and drought reduction programs and will encourage the state to do also.

V. The county will ask federal legislators to convert the billions of dollars spent on exploring and arming space to disaster relief, social services, job programs, environmental programs, and space clean-up. Approximately, 9,500 objects now orbit the earth-- most of it junk and litter. Spent, yet still radio-active, nuclear reactors have been left on the moon. A nuclear-powered probe was recently crashed on the surface of Jupiter. There is a space policy trend that suggests we will begin to mine the moon and other planets for metal resources. Will it be strip mining which is so detrimental to the land? These are just a few examples of how we have been effecting space in a negative manner; there are many more if one does the research. Mankind has not shown that he is capable of visiting space without damaging her pristine environment.

VI. The county will post signs at the county lines on the incoming highways that Brewster county is working for peace on the earth and in space and is a No Exotic Warfare Zone.
