In 1819 English royal troops broke up a mass meeting of workers at Manchester, killing six and wounding several others. Following the Napoleonic Wars Britain's Tory government returned to conservative eighteenth century policies. However, the British economy entered a serious depression, and riots erupted when the government refused to address the plight of the poor and unemployed. Many people had lost their jobs because of the new industrial machinery and the large influx of available workers following fifteen years of military campaigns. To suppress the iots, the government enacted repressive measures such as arbitrary arrests and press censorship. The meeting in Manchester was called by a number of radical reformers, and after the troops fired on the workers it became known as the "Manchester Massacre."
