International cooperation as a post cold war foreign policy was the preferred form of diplomacy by President George Bush Senior, as written in his" Reasons For Not Invading Iraq". .
Propose to the United Nations to vote on taking a plebiscite of all the residents of the Holy Land, (Use Pilgrim Map: Israel Dept. of Tourism, 2000) asking if they would cease fire -- If they would, they’d receive individually, a 25% surcharge on all travel (tourism, pilgrimages, business, weddings etc) , paid for by the tourists who want to go to the Holy Land as payment to the residents of the Holy Land, for being good Caretakers of the region . Gaining this acceptance from Israel and Palestine would ensure they're working together for their common good. All residents are entitled to this inheritance tax since it is the land of their ancestors.
The Age of computers makes this a real possibility and it could eventually diminish the selfish and brutal leaders of these countries.
It will be administered annually by funds received from member nations stopping all foreign aid funds to the nations in the region,(Israel and Plaestine) and diverting these funds to the U.N. for record keeping, bonus additions to the surcharge, and for investigating other regions of the world where similar plans might be proposed.
Another means for gaining funds for this account would be advertisements on the UN television, selling the benifits of tourism to individual nations.
The world is tired of seeing America as an arrogant power, giving American made weapons to Israel to shoot at terrorists but hitting innocent women and children. The world is tired of all the suffering inflicted by the invasion of Iraq. And Israelis are tired of war.
The real America feels that pain as much as the pain of innocent families blown up by hopeless suicide bombers, getting recognition and money to their families by the very leaders who do not set that example! We need to restore moral leadership in the Arabic, Judaic and Christian world.
Terrorism is giving aggressive China a chance to use disunity to threaten democracy, and free enterprise. Thanks to Confucius, the words" Do not do unto others what you would not want done unto you” traveled on the Silk Road to the Middle East, where a certain Jesus Christ said “Do unto others as you would have them do unto you.”
Travel restrictions and advisements to places of conflict would be set in place.
Putting money into the pockets of the have-nots from the money of those who have plenty is sensible for the Holy Land security. All would benefit except the terrorists who’d loose their followings. As Time magazine reports, their numbers are growing, fueled by the atrocities of the good guys.
The Middle East requires a radical positive program before it explodes the World in WWIII.

P.S. Why has no one proposed that Britain pay compensation to the people who had their land given away from them?
"The site of the Rock is reportedly the site where Abraham was spared by God to not kill his son, but offer up a sacrifice. What holier sacrifice would it be to the pilgrims of all faiths to offer to God, the Good, peace and prosperity, to the residents of the land, a twenty five percent increase of their cost to visit the Holy land?
It is a holy site to three large world religions. Judaisam, Christianity, and Islam. Would it be possible to suggest a plan that permits all who wish to go there, a chance to touch that famous rock?
Modern engineering could build a
glass structure over the dome of the Rock, allowing room for the Third temple of the Jews, and a church for the Christians.
An elevator could take all pilgrims to a spot where all could touch the rock.
It might be under the rock. In that way people could get a vision of where all this fighting is taking them.

The World Tourism Organization (WTO/OMT), a specialized agency of the United Nations, is the leading international organization in the field of tourism. It serves as a global forum for tourism policy issues and practical source of tourism know-how.
With its headquarters in Madrid, Spain, the WTO plays a central and decisive role in promoting the development of responsible, sustainable and universally accessible tourism, with the aim of contributing to economic development, international understanding, peace, prosperity and universal respect for, and observance of, human rights and fundamental freedoms. In pursuing this aim, the Organization pays particular attention to the interests of developing countries in the field of tourism.
The WTO plays a catalytic role in promoting technology transfers and international cooperation, in stimulating and developing public-private sector partnerships and in encouraging the implementation of the Global Code of Ethics for Tourism, with a view to ensuring that member countries, tourist destinations and businesses maximize the positive economic, social and cultural effects of tourism and fully reap its benefits, while minimizing its negative social and environmental impacts.
In 2005, the WTO's membership is comprised of 145 countries, seven territories and more than 300 Affiliate Members representing the private sector, educational institutions, tourism associations and local tourism authorities.
