In 1830 a revolution broke out in the streets of Paris. French king Charles X was a staunch conservative, and he was in constant conflict with the liberal majority in the Parliament. In the spring of 1830 Charles dissolved the body, but new elections returned one even more hostile to his policies. In July Charles arbitrarily issued ordinances that dissolved the new Parliament, restricted freedom of the press, and revised the electoral laws to disenfranchise three-fourths of the French voters. On the day these were issued, the mobs of Paris rose to armed insurrection. Charles quickly abdicated and took refuge in England. Later, after a great deal of heated debate, the throne was offered to Louis Philippe, the Duke of Orleans.
