In 1937 the U.S. Senate rejected a bill proposed by President Franklin Roosevelt to increase the number of justices on the Supreme Court. By 1937 the Supreme Court had struck down several of FDR's New Deal programs. In response, Roosevelt developed an elaborate plan to increase the number of justices. This would have enabled him to add members to the court that supported his programs. Roosevelt's opponents fiercely attacked this plan, and argued that FDR was attempting to override the system of checks and balances that prevents the president from becoming too powerful. Much of the American public agreed with these opponents, nd Roosevelt's "court packing plan" failed. This was Roosevelt's most significant political failure, and it was a major embarrassment for his administration.
