In 1807 the English vessel HMS Leopard stopped the American warship USS Chesapeake off of the coast of Virginia and commanded that the American warship submit to a search for deserters. When the captain of the Chesapeake refused, the British opened fire, killing three men and wounding nineteen others. This attack learly violated the sovereignty of the United States. The American people demanded revenge. However, President Thomas Jefferson played for time, realizing that America was unprepared for war against a powerful nation like England. He eventually enacted a trade embargo on both Britain and France in response to these nations' refusal to respect the rights of the United States on the high seas.
