Is Baltimore's Central Booking our Abu Ghraib?

On May 14, 2005, Raymond Smoot was beaten so badly by guards that his family could barely recognize him. He died at 52 years of age.
Approximately 27 people have died in custody. 1.2 prisoners every month at Baltimore's jails.
Prisoners are forced to lie in vomit and denied medicine. Cells designed for 7 to 8 people are packed with 17 to 18 people. Neighborhood sweeps, so called zero tolerance policing, and a system of quotas have filled the jails. 33% of those arrested are never even charged with a crime but spend days in jail.
