		With more than 2 million people locked up in American jails and prisons, the United States has overtaken Russia and has a higher percentage of its citizens behind bars than any country in the world. A major cause: the "war on drugs" with the related disproportionate numbers of African-Americans and Latinos imprisoned for such offences. Scott Shane reports.
