By rejecting the constitutional treaty, a majority of French and Dutch voters called for far-reaching changes at home and across Europe. Anne-Cecile Robert offers some preliminary pointers for the debate to come. Europe, Robert concludes, "must find a way to rebuild a specifically European social model. It should emphasise the central importance of public services, since they express values of social and territorial solidarity and are essential to the fight against inequality and insecurity."
